ZATCA: August 2026 withholding tax returns are due by 10 September 2026
Saudi Arabia's Zakat, Tax and Customs Authority called on 7 September 2026 for all withholding-tax agents to file their August 2026 withholding tax returns through zatca.gov.sa no later than 10 September 2026. The Authority reiterated the late-payment penalty: 1% of the unpaid tax for every 30 days of delay from the due date. ZATCA also pointed taxpayers to its 24/7 unified call center (19993), the @Zatca_Care X account, and live chat on its website for clarification on which payments fall under withholding tax (rent, royalties, management fees, technical and consulting services, air and sea freight, and others).
What this means for you: If you make any cross-border or in-Kingdom payment that is subject to Saudi withholding tax, reconcile the August ledger against the categories above and submit before 10 September 2026. A one-month delay costs 1% of the tax due — far more than the time to file — and ZATCA's monthly cadence now runs alongside VAT and excise, so a single missed cycle cascades into a quarter-end correction.

UAE FTA publishes Top-up Tax Guide on Excluded Entities and Investment Entities
On 25 August 2026, the UAE Federal Tax Authority issued its Top-up Tax Guide – Excluded Entities and Investment Entities (TTGEIE1), the first detailed Pillar Two interpretive guide for entities that may fall outside the UAE's Qualified Domestic Minimum Top-up Tax (QDMTT) under Cabinet Decision 142/2024. The guide confirms that an Exempt Person under UAE Corporate Tax is not automatically an Excluded Entity under QDMTT — each entity must be assessed separately. Excluded and Investment Entities are removed from the QDMTT charging provision, and they have no QDMTT registration, Top-up Tax Return, or Pillar Two Information Return filing obligations in the UAE, although their revenue still counts toward the group's EUR 750 million threshold.
What this means for you: If your group meets the EUR 750 million revenue test, run the four-step classification (Excluded Entity → Investment Entity → charging provision) for every UAE Constituent Entity before the 30 November 2026 registration deadline for entities whose fiscal year ended before 30 April 2026. A clean Excluded Entity classification removes the registration and return burden — but document the analysis; the FTA expects evidence on file for any entity it inspects.

Saudi CMA issues five-level risk-classification manual for investment funds
The Saudi Capital Market Authority published a guiding manual on 3 September 2026 for asset managers to determine the risk level of investment funds distributed in the Kingdom. The manual introduces a standardised five-level scale — Low, Low-to-Moderate, Moderate, Moderate-to-High, and High — applied through criteria the CMA expects managers to use consistently so investors can compare funds on the same basis. The guidance is part of the CMA's broader transparency and disclosure programme and aligns with the Tadawul unified ESG metrics framework already in force for listed issuers.
What this means for you: If you manage or distribute Saudi-registered funds, classify every fund under the new five-level scale and reflect the label in the prospectus, key factsheet, and any digital-platform presentation. Intermediaries will display the label verbatim; a fund still using bespoke wording like "moderate-to-high growth" will be visibly out of step. Build the classification into the new product approval process before the next fund launch or migration cycle.
